Programme Manager / Procurement Specialist:

This is a pivotal role which will be responsible for managing all aspects of FRA's procurement functions including refining sourcing strategies for major and general suppliers. Other accountabilities will include managing commercial engagement activities ranging from tenders and request for proposals, evaluations, supplier negotiations and contract development and execution in line with FRA requirements and Asian Development Bank guidelines.

Qualification & Experience

  • A bachelor degree in civil engineering or a relevant project management discipline.
  • At least 10 years project engineering and procurement experience (ADB).
  • Sourcing experience and proven proficiency in managing significant spend categories.
  • Proven ability to promote integrity, compliance and discipline throughout the procurement process.



Network Operations Manager:

This role provides support to the Network Manager and is responsible for ensuring that the operation and maintenance of the roading network and management of projects are completed to the required standard, timeline and approved budget and safety requirements. The Network Operations Manager will be responsible for all aspects and outcomes associated with the delivery of roading maintenance work services.

Qualification & Experience

  • An appropriate tertiary qualification in engineering.
  • Industry experience within civil road maintenance or construction.
  • Good understanding of the day to day requirements to maintain road network and general maintenance and construction techniques.
  • Strong leadership and team mentoring ability.
  • An excellent understanding of technical specifications.



Programme Engineer:

Reporting to the Capital Works Manager this role is responsible for developing and coordinating capital works programmes for roads and infrastructures including bridges and jetties. Other key responsibilities include performing engineering investigations, writing reports and project briefs, monitoring and reporting finances and project progress and liaising with internal and external stakeholders.

Qualification & Experience

  • An appropriate tertiary qualification in engineering.
  • Proven experience in developing capital works programmes for a significant roading network and civil infrastructures.
  • Strong technical knowledge and engineering experience in roading and infrastructure projects.
  • Demonstrated ability to work independently and in a team
  • Focus on quality and attention to detail.



Traffic & Safety Engineer:

This role will be responsible for managing and delivering a wide range of projects in the road safety and traffic engineering areas. Key accountabilities also include undertaking investigations, preparing reports and maintaining traffic and other related records.

Qualification & Experience

  • An appropriate tertiary qualification in engineering.
  • Excellent technical knowledge and relevant traffic management and road safety experience.
  • Well developed research, analytical technical and engineering skills.
  • Thorough understanding or relevant legislation, regulations, standards and codes of practice along with an understanding of risk assessment and analysis.
  • An ability to develop relationships at all levels.
  • Highly effective planning, organising and problem solving skills.



Capex Delivery Engineer:

This position is accountable for the delivery of approved capital works programmes for the roads and infrastructure including the project management of major capital works projects. Other key responsibilities include identifying conceptual and practical options for the procurement of the design and delivery of proposed capital work projects as well as contract management and administration.

Qualification & Experience

  • An appropriate tertiary qualification in engineering.
  • At least 8 years experience as a Senior Engineer with significant background in the delivery of roading capital works programmes.
  • Technical knowledge and experience in project management and contract administration of capital works.
  • Proven ability to drive major Capex project outcomes.
  • Excellent attention to detail in all areas of work.
